Evacuation planning isn’t simply best practice – it’s a legal obligation.

The Care Act 2014 places the wellbeing of individuals at the heart of adult social care. It promotes personalised, preventative and transparent care, ensuring every resident receives support tailored to their individual needs. Effective emergency evacuation planning forms an essential part of that responsibility.

The Act’s principles are reflected in the development and regular review of Personal Emergency Evacuation Plans (PEEPs), ensuring every resident has a safe and dignified means of evacuation regardless of age, disability or medical condition.

The Regulatory Reform (Fire Safety) Order 2005, amended by the Fire Safety Act 2021, places a legal duty on the Responsible Person, typically the Care Home Manager or Registered Manager, to ensure appropriate fire safety arrangements are in place.

This includes:

• Comprehensive fire risk assessments that consider vulnerable residents.

• The implementation and regular review of PEEPs.

• Safe evacuation routes supported by suitable evacuation equipment.

• Staff training in emergency evacuation procedures.
